Voltage values for ground pins

Apologies if this topic has been answered but voltage is not a searchable term. When trying to plan my pad connector layout, I have been testing with a short 22awg wire and I can't get the pins to trigger a hit when connecting pin 15/16 to anything else. However I have been able to get it working with pin 40, the hihat ground. So I pulled out my multimeter and it seems that pin 40 is putting out 3.7 volts and pin 15/16 are only doing 0.16 volts.
Is this normal?
If not, can I just use pin 40 as a common ground for everything?
